This specification is based on the remote medical service plans established by the Ministry of Health and Welfare for rural/remote areas and National Health Insurance benefits. Due to the lack of unified standards for telecare data flow, this working group defined four core scenarios using FHIR interoperability standards: 1) Patient basic data maintenance; 2) Remote registration process; 3) Uploading local lab results and transmitting remote diagnosis results; and 4) Uploading local diagnostic results. The standard involves multiple systems, including Electronic Medical Record Systems and Telemedicine Exchange Centers. It defines roles for TELMED_LOCAL (local client) and TELMED_REMOTE (remote client), detailing specific transactions like Patient Management (MITW-1) and creating Diagnosis Result Bundles (MITW-53). By providing this detailed technical reference, the standard aims to guide the Taiwanese medical industry in developing standardized, interoperable telemedicine services across different units and systems.
