Taiwan has entered a super-aged society, with the population aged 65 and over reaching 20% as of 2025, escalating the need for elderly care. To address this, the NSTC is promoting the 'High-Age Technology Industry Action Plan.' This plan recognizes that effective elder care requires data exchange across multiple institutions—hospitals, long-term care facilities, and home settings. The Ministry of Health and Welfare (MOHW) is localizing FHIR, an international standard for healthcare data exchange. According to the NSTC chair, Wu Cheng-wen, this localization is expected to be completed this year, followed by its adoption in care institutions. This move aims not only to standardize domestic system development but also to facilitate the export of successful Taiwanese models internationally. The plan focuses on four pillars: market economy driven by elderly needs, digital empowerment, improving care efficiency, and optimizing community life. To date, over 160 services have been implemented, contributing to reduced caregiver burden and lower rates of unexpected hospitalization. By establishing a foundation based on the FHIR standard, Taiwan aims to advance its entire digital health industry and integrate data from diverse sources for comprehensive care.
