The Value Transformation of Smart Healthcare: From Technology Implementation to Clinical Decision Support
智慧醫療產業的價值轉譯與下一步:從技術導入走向臨床決策支援的關鍵路徑 - CIO Taiwan
Summary
Driven by generative AI and FHIR standards, smart healthcare is transitioning from a phase of 'mere technical demonstration' to one of 'systemic integration.' The article analyzes this transformation period, detailing industry trends, key technological shifts, and the evolution of policy frameworks, proposing an advanced strategy based on three axes: value, process, and platform.

Smart healthcare is undergoing a profound transformation from merely being a 'technology demonstration' to achieving 'systemic integration.' This shift signifies that technologies like AI and FHIR standards are moving beyond being high-performance tools; they are restructuring the entire operational logic of the medical system. Industry trends point toward 'platformization' and 'ecosystem integration.' Single-point applications, such as AI diagnosis, struggle to achieve economies of scale without linking to existing hospital systems like EMR or HIS. Consequently, there is a push for building 'platform modules' with standardized interfaces. Technologically, FHIR (Fast Healthcare Interoperability Resources) functions not just as an exchange format but as a 'systemic framework for data interoperability,' enabling the secure decomposition and recombination of heterogeneous data. Meanwhile, generative AI is advancing into clinical settings—used for summarizing medical records or Q&A—evolving into 'context-aware decision support tools.' However, challenges remain regarding hallucination, medical accountability, and regulatory oversight. From a policy perspective, Taiwan's initiatives, such as the Smart Healthcare Labeling System (since 2021) and AI diagnostic payment trials (late 2024), are elevating AI from an auxiliary technology to a formal component of clinical care. The article suggests that industry advancement must follow three axes: value-driven approach, process integration, and modular platform development.
