According to the Deputy Director of the Ministry of Health and Welfare's Information Department, Taiwan's smart healthcare development relies on building a foundation using FHIR as the data exchange standard and creating a data environment compliant with TW Core IG. Specifically, 'Data Governance' aims for highly accurate clinical data classification by adopting international terminologies such as SNOMED CT (clinical terms), LOINC (test terms), and RxNorm (drug information), surpassing the granularity of ICD-10. Data sharing is facilitated through SMART on FHIR, combining FHIR with security protocols like OAuth2 to maintain privacy while improving efficiency. For 'AI Governance,' emphasis is placed on 'transparency,' 'explainability,' and 'responsible use.' Ten facilities currently operate as 'Responsible AI Centers,' requiring AI lifecycle management and the implementation of nine transparency analysis mechanisms. Furthermore, 'Cybersecurity Governance' establishes tiered security standards (basic and encouraged advanced items) based on hospital size and type to enhance resilience against cyberattacks. These initiatives are driven by large-scale national projects like the Next-Generation Digital Healthcare Platform Plan and the Healthy Taiwan Deep Cultivation Plan, highlighting the critical importance of standardization and governance establishment in healthcare IT, which is relevant for Japan's medical sector.
