The Director of the MOHW Information Department outlined the '333' concept, leveraging advantages like the national health insurance database and unified standards. This involves building a three-layered platform: the Taiwan Health Data Space (THDS), Taiwan Health Rule Space (THRS), and Taiwan Health App Space (THAS). Technically, FHIR is positioned as the national standard for electronic medical records and data exchange, with the development of TW Core IG. This facilitates easy exchange of clinical data and forms a foundation for AI development. Furthermore, international coding standards like LOINC (lab tests), SNOMED CT (medical terminology), and RxNorm (drugs) are being introduced to enhance data governance. For cybersecurity, the 'Sovereign Cloud' policy ensures data location and control. Regarding AI usage, the establishment of a 'Responsible AI Execution Center' mandates transparency and explainability, creating a system akin to an 'AI Production History.' These efforts demonstrate Taiwan's achievement in realizing advanced national-level healthcare information governance.
