Promotion of Electronic Prescriptions: Taipei City United Hospital Strengthens Regional Linkage with FHIR Standard

Taipei City United Hospital launched the 'Pilot Program for Promoting Electronic Prescriptions' to advance smart healthcare and paperless policies. The core model involves cooperation between hospitals and community pharmacies, establishing standardized operating procedures (SOP) through system design and information integration, starting in Taipei City with plans for expansion into New Taipei City. The key to promoting electronic prescriptions is the seamless information exchange between medical institutions and local pharmacies. The hospital completed structured conversion of electronic medical records according to the NHI's FHIR standard and successfully generated electronic prescription QR Codes. This allows prescription information to be transmitted safely, instantly, and accurately to community pharmacies, overcoming technical barriers in cross-system interfacing and data exchange. This effort goes beyond mere technological adoption. By collaborating with the Taipei Pharmacists Association, local pharmaceutical resources are integrated, significantly improving service efficiency. Electronic prescriptions not only reduce reliance on paper but also enable 'nearby dispensing,' allowing patients to check information and book appointments via mobile devices, enhancing both convenience and safety. Furthermore, the introduction of a 'Prescription Dispensing Map' shortens waiting times and allows patients to receive more comprehensive drug counseling from pharmacists, reinforcing the principle of professional division between physicians (diagnosis) and pharmacists (medication management). This case significantly contributes to improving the overall quality of regional medical service networks.
