Taiwan's Digital Health Transformation: A New Chapter of Holistic Care

Facing global challenges like population aging and healthcare workforce shortages, Taiwan has adopted the 'Healthy Taiwan' vision to drive digital healthcare reform. This initiative integrates big data, AI, and cloud technologies to shift from reactive treatment to proactive, person-centered care. The infrastructure is built on a '3-3-3 Framework,' promoting electronic medical record integration across over 400 hospitals and adopting international standards like FHIR for cross-institutional interoperability. Tangible results include the deployment of an AI-based risk prediction platform in chronic disease management, and the MediCloud system providing real-time access to patient records. Personal health management is enhanced by platforms like My Health Bank, which integrates data from wearables. In cancer treatment, FHIR standards are used to exchange Next-Generation Sequencing (NGS) data, accelerating diagnosis. Furthermore, Taiwan has established a comprehensive governance framework, including nineteen national medical AI centers and promoting federated learning for cross-border model validation without transferring sensitive data. The country views its advanced digital experience as a means to contribute globally while also advocating for full participation in the World Health Organization (WHO).
