Facing challenges like aging populations and healthcare workforce shortages, Taiwan is driving medical transformation through digital technology. Based on the '333 Architecture,' it is integrating Electronic Medical Records (EMR) across over 400 hospitals nationwide, ensuring data interoperability by adopting international standards such as FHIR. Zero Trust security is also implemented to ensure safe data utilization. Specific achievements include the deployment of an AI-powered 'Family Medicine Integration Platform,' shifting care from mere treatment to prevention and health management. The MediCloud system provides real-time clinical and medication information, while AI functions enhance medical imaging analysis. At the individual level, the 'Health Bank' service promotes self-management by linking with wearable device data. Furthermore, utilizing FHIR standards for exchanging Next Generation Sequencing (NGS) data, along with virtual health insurance cards and e-prescriptions, improves healthcare accessibility. In AI development, 19 national centers manage governance, approving over 50 products. Taiwan is also promoting a Federated Learning platform—which allows model verification across institutions without moving sensitive data—and building international data cooperation models with Southeast Asian partners. These efforts contribute to global goals like WHO and SDGs, demonstrating that Taiwan's experience can benefit the international community.
