A significant 39% plan to expand their cloud adoption, with notable trends emerging across sectors. The healthcare industry is highlighted as the most aggressive adopter. Following an initial wave spurred by government mandates for electronic medical record cloud deployment (2022-2024), a second wave is anticipated in 2026 due to exploding GenAI demand and the push of FHIR (Fast Healthcare Interoperability Resources) standards for new medical data exchange. This has led many healthcare providers to adopt multi-cloud or hybrid architectures. In contrast, while the finance sector benefited from regulatory easing (unified in 2023), its public cloud infrastructure budget growth rate slowed significantly to only 11% in 2026, indicating a more cautious investment stance. Furthermore, there is an increasing focus on FinOps for cost management within this industry. Overall, the average public cloud budget (NT$42.94 million) shows that SaaS costs account for 53%, confirming that subscription-based services are becoming the primary model for corporate IT spending, contrasting with declining infrastructure investments in sectors like high-tech manufacturing and government schools.
