Taiwan Establishes National Digital Health Interoperability and Performance Certification Lab to Strengthen Medical Infrastructure

The Ministry of Health and Welfare (Taiwan) announced the establishment of the 'National Digital Health Interoperability and Performance Certification Lab' to promote the development of smart medicine within the country. This initiative is a significant achievement demonstrating Taiwan's continuous improvement of its smart healthcare infrastructure and alignment with international standards. Previously, the Ministry has actively promoted international standard technologies such as FHIR, SMART on FHIR, and CQL, gradually building the necessary foundation for smart healthcare development—from standard formulation and technical research to validation in actual medical settings. The newly established certification lab will promote the interoperability, compatibility, and performance of medical information systems through standardized testing and verification mechanisms, thereby supporting the growth of Taiwan's smart healthcare industry. Moving forward, the lab plans to implement three core certification systems: 'Software Certification,' 'Hardware Certification,' and 'Overall Solution Vendor Certification.' This will establish a consistent and credible verification and certification mechanism for smart medical software, hardware devices, and integrated solutions. The goal is to help medical institutions adopt standard-compliant products and services, thereby promoting industrial innovation and building a complete smart healthcare ecosystem. The lab will serve as a crucial testing platform for medical information products and services in Taiwan, coordinating with digital health foundational infrastructures such as FHIR Box, TW Health Data Space, and TW Health Rule Space. It aims to guide the industry toward developing standard-compliant products and services that connect medical data, rules, clinical decision support, applications, and AI applications. The Ministry commits to deepening public-private cooperation with the medical sector, industry, and academia to build a smart healthcare ecosystem that is interoperable, scalable, and sustainable, ultimately enhancing the quality and efficiency of medical services and strengthening Taiwan's international competitiveness in smart healthcare.
